Library Homebound Services
The Carnegie-Stout Public Library provides materials for cardholders of any age. This free service is available to residents of the City of Dubuque who are unable to come to the Library. "Homebound" is defined as being generally confided to the residence either temporarily, due to illness, surgery or accident, or permanently, due to age, disability or other mobility problems.1. To apply, fill out the Homebound Program application and return it to the Library. You can download the application here. We can also mail the Homebound Application to you, or a friend/family member can pick up the application in person at the Library. You may call the Library at 563-589-4243 to request an application as well.
2. Receive books and materials at your home
A valid library account is necessary to provide service. If you do not have a library card, when your application is received, we will issue a library card to you. A librarian will match the preferences from your application to materials, and a volunteer will deliver them to your door. Books, CD audio books, Music CD's are all eligible materials. DVD's are not eligible for the Homebound delivery. Items are due three weeks from delivery date. On the date your items are due, the same volunteer will pick up items at your door to return to the Library. He/she will also deliver a subsequent set of items matching your application preferences. Although the service is free, and we do not charge overdue fines for materials returned late, the applicant/card holder is responsible for any lost or damaged material.

With just a few hours of time, volunteers provide a month of enjoyment for a homebound person. You will pick up pre-selected materials at the library, deliver them to a homebound person in your area and return the items to the Library when they are due.
